Originally from NY, Captain Kurtz attended the US Merchant Marine Academy. Upon graduation, she went to sea as 3rd Mate with Maritime Overseas Corporation. She received an unlimited Master license in 1992, qualifying her to captain ships of any size. In 1995 she was accepted as the first woman in Florida into the Tampa Bay Pilots training program.

She has served as co-manager and training coordinator of TBPA and as Secretary of the Florida Harbor Pilots Association. She currently serves as Chair of the Florida Board of Pilot Commissioners and as Chair of the Navigation Safety Advisory Council (NAVSAC), an advisory board to the USCG. She has been honored to receive some very special awards: Woman of Distinction (Girl Scouts), Trailblazer Award (Women’s Transportation Council), Breaking the Glass Ceiling Award (Jewish Museum of Florida), International Person of the Year (Tampa Bay Women in Transportation). In 2018 she was admitted to the Athena Society.
